Calc: Pre-View Spreadsheet Filtering

- Preparing patches of sheet view functionality to be merged into master / co-25.04
  - Added some more sync unrelated patches to co-25.04 and master

- Restricting changes
  - improved the algorithm when the sheet gets unsynced
  - added the allowed restrictions so the test pass now
  - added unsync for a sheetview restriction, when an action is allowed but unsync the current sheet view
    - needed for Sort, which unsynces the sheetview (we are not able to sync it).

  - improving the coverage of restrictions and adding new operations
  - TODO: resync functionality

- COOL UI
  - dialog to select what sheetview to use
  - buttons to the notebookbar
  - working on showing that a tab is using a sheetview
  - quickly created some icons similar to MSO is using
  - sending the sheetview as status report (like protected)
