- gh#7428 perf set\_view recreates toolbars
  - Notebookbar is recreated often, reduced that
    - but it created regression in multiple views closing session…

  - Problem is that it was based on global setting in config… we
    - need to do that per view in LOK case

- Prepared better approach (keep separate instances for every session,
  - not one shared which is refreshed on view switch):
