For example, user A can see rows 1 to 10, while user B can only see rows 11 to 20.Since there is only one underlying document, it seems a bit difficult to have different people see different content. Is there any feature similar to views that can achieve this?

I don’t believe there’s currently any feature that allows showing different views of sheets to different users.
