The .svg can be inserted from the outside and behaves correctly. It cannot be inserted from within Collabora Writer - which only displays .png. Why?

Sounds like a great enhancement request:
- Insert > Image should support SVG
Q1. Do you have a Github account?
- Could you submit this enhancement request to the “Collabora Online” Github page?
If not, that’s okay. Just let me know and then I can submit one on your behalf.
Would also be helpful if you:
- Share a sample SVG image + an ODT file with the SVG inside.
- Give the exact Help > About info.
- This will be your exact Collabora Online version info.
- Give you Nextcloud version / richdocuments info too.
This will help making it easier for devs to test+debug+potentially add this feature.
