Bug, Feature Missing or Formatting Issue?

Not sure why this is not rendering correctly in CC latest 24.04.9.1. Opens fine in Word and OpenOffice though. Any way I can format this in CC so it renders the text over the background image like in this example? I’ve tried everything I can think of.
