Mail merge is not offered (currently) in Collabora Online (CODE, Docker based); it is present in Collabora Office desktop.
Having said that: there are Collabora partners that offer a product integration with mail merge (and much more) functionality integrated. Obviously these have database/CRM like features, that are not offered by Collabora Online.
