The assumption here is that fewer, specific cells are required to be protected.
It’s still quite counter-intuitive, but I have realised that the best way to protect cells, and leave some unprotected is
Select ALL cells
Format > Format Cells > Tick Protected (Now the whole sheet is protected)
Select the cells you want Unprotected
Format > Format Cells > UNtick Protected
Right Click Sheet Name > Protect Sheet
UNtick Select Protected cells (This should be the default setting, having both Protected and Unprotected default selected is confusing)
Click OK

I’m trying to understand how Cell Protection works. I’m using CODE in Nextcloud, and by some random actions I have achieved what I needed with one sheet, but I cannot do this again.
I want to protect some cells, but not all.

I would imagine that I would
Select the cells I want to Protect
Format > Format cells > Protected
Review > Protect Sheet > Allow users of this sheet to “Select…
The video there does not show the unticking of the Select protected cells in the Sheet protection.
